Developed by Atkins for the Department for Transport, the lower risk RP2 would deliver a net benefit ratio of 3.6 compared with 2.4 for HS2, at a net cost of just £2bn compared with the £11.9bn net cost for the planned London to Birmingham leg of HS2.  Read the full story at HS2 Questions.
